Public hearings provide an opportunity for members of the public to speak to Council on advertised planning and development matters and other matters as determined by Council.

To speak at a public hearing
Anyone who wishes to make a presentation to Council or provide written submissions should note the following deadlines and requirements:

Anyone intending to speak at the public hearing in person is required to register in advance by emailing info@minburncounty.ab.ca or calling 780-632-2028 by 4:00 pm on the business day prior to the public hearing.

When you register please be sure to provide:

your full name and address (including legal land description)

comments and whether or not you are in favor of the proposed bylaw

Each speaker will be limited to fifteen minutes.

Written submissions are also accepted for public hearings and may be emailed, dropped off or mailed to the County of Minburn at Box 550, 4909 – 50 Street, Vegreville, AB T9C 1R6 until 4:00 PM, on the business day prior to the public hearing. Written comments must contain the name and address (including legal land description) of the person(s) making the submission as well as their comments regarding the proposed bylaw. Written comments will be included in the agenda package and will be made part of the public record

You may display visual materials during your presentation if those materials are included as part of your Delegation and are in accordance with these guidelines.
Presenting Electronically (via Microsoft Teams)
If you are unable to attend a public hearing at the County Administration Office and wish to speak in support, in concern, or in opposition to a public hearing matter, you may make an electronic presentation at the public hearing via Microsoft Teams by submitting a request to info@minburncounty.ab.ca or calling 780-632-2082 by 4:00 pm on the business day before the public hearing.
Once we have received your request, you will be provided a Microsoft Teams link and instructions on when and how to join the public hearing electronically. Electronic presenters must ensure that their cameras and microphones are on mute at all times except for when they are presenting.
Public hearing presentations are limited to fifteen minutes, subject to a resolution from Council to extend the presentation time limit. As part of your presentation, you will be required to provide your name and an indication of where you live in proximity to the public hearing matter.
If your presentation includes written or visual components, you may share them using the screen share function on Microsoft Teams. Any materials you share at the public hearing must also be provided to the County to be retained by the County in the public record.
Note: the County cannot assist you with connecting to Microsoft Teams to present electronically at a public hearing. If you do not have the equipment or technical ability to present electronically via Microsoft Teams, please consider a written submission or pre-recorded audio/video submission.
Submitting a Pre-recorded Audio/Visual Presentation
If you are unable to present in person or electronically at a public hearing, you may submit a pre-recorded audio/video presentation to the County that will be played at the public hearing. Pre-recorded audio/video submissions are limited to fifteen minutes, subject to a resolution from Council to extend the submission time limit.
All pre-recorded presentations must be received by 4:00 pm on the business day before the public hearing. Late submissions may be accepted by Council at the public hearing, subject to a resolution from Council to accept the late submission.
Please include the bylaw number of the public hearing, your name, and an indication of where you live (preferably your municipal address or legal land description) in the introduction of your pre-recorded audio/video submission. When your submission is complete, submit to info@minburncounty.ab.ca.
Note: the County cannot assist you with preparing or submitting your pre-recorded audio/video presentation. If you do not have the equipment or technical ability to record and upload your submission, please consider a written submission or attending the public hearing in person or electronically instead.
